IMPORTANT UPDATE: July 30, 2010

OPI in-home services will be reinstated as of July 23.

A legislative committee meeting held this week approved a partial refunding for OPI
services.  While we are happy these services can again be provided, the state budget crisis
means these services are less stable than in the past. This is a partial and temporary
reinstatement. Please check back to keep informed about the status of OPI and the state’s
funding of this program, which affects how we are able to provide services.


ORIGINAL Announcement:

As you may be aware, the State of Oregon is projecting a budget shortfall for fiscal
year beginning July 1, 2010 and the Governor has directed state agencies to
reduce general fund budgets by 9% across the board. At this time, there is no
provision for funding Oregon Project Independence (OPI) in the budget and the
state has eliminated this funding, effective August 1, 2010. In-home services to our
clients will stop on July 16th to allow our case managers time to transition and
refer clients to other services before the close of the program August 1.

OPI funds our ability to provide valuable case management and in-home services
to our most frail seniors and allows them to stay in their homes, instead of the
more costly care in nursing homes. We have provided this service in our community
since it’s inception in 1975 and have enjoyed taking care of seniors in their home
and helping them remain independent with dignity. This elimination of this service
will likely represent a higher level cost to the state to care for these seniors. We
feel this elimination was short sighted and very unfortunate as it will likely end up
costing the state and taxpayers even more to care for our seniors.  

We have notified all clients and our contracted partners under this service. During
July, Central Oregon Council on Aging will be assisting seniors with providing
referrals to other services and will do all we can to help.

We are very saddened by this elimination and want you to know it was the state
budget shortfall and the state’s decision to eliminate this service. Central Oregon
Council On Aging will still be here to provide other services, such as Meals on
Wheels, information and referral and other case management services and we are
committed to doing all we can to retain services to help promote the dignity, well-
being, security and independence for Central Oregon Seniors.
